Terms of ReferenceServices of Media CoordinatorLaunch of Inequality Paper and the Asia Pacific Social Forum 20251.INTRODUCTION:Oxfam in Asia seeks the services of a professional media coordination consultant to deliver comprehensive media outreach for the Asia Pacific Social Forum (APSF) 2025 and the launch of the Oxfam Inequality Paper.Launched online in 2022, APSF is rooted in the principles of the World Social Forum (WSF)providing an open, inclusive space for civil society organizations, grassroots movements, and advocates for social justice to exchange ideas, strategize, and collaborate on solutions to critical regional challenges. The 2025 edition of APSF will be held from 1–5 November 2025 in Bangkok, Thailand, serving as a regional platform for policy dialogue, movement building, and collective action.The second event will mark the launch of Oxfam’s landmark Inequality Paper, which will provide fresh evidence, narratives, and policy recommendations to advance the fight against inequality in the Asia Pacific region.2. OBJECTIVES:The objectives of this consultancy are to:
  • Secure strong media coverage across regional, international and national outlets, before, during, and after the event.
  • Amplify the launch of Oxfam’s Inequality Paper as a key knowledge product, positioning Oxfam as a thought leader on inequality in Asia Pacific.
3. SCOPE OF THE WORK
  • Develop and implement a media strategy to amplify APSF and the Oxfam Inequality Paper launch across regional, Bangkok-based, and international-based outlets.
  • Coordinate media engagement before, during, and after the inequality paper launch and APSF, including organizing press briefings and ensuring strong visibility in traditional and digital media.
  • Provide event-related media support, including inviting journalists, preparing press kits, and arranging photography coverage.
4. KEY DELIVERABLES4.1. Launch of Oxfam’s Inequality Paper, in Bangkok Thailand on 29 October 2025 TBCMedia Outreach & Coordination
  • Strategic media list and engagement plan for regional and national outlets and engage at least 5 regional, 3 international news outlets and 8 Bangkok news outlets and Asian based outlets for media coverage.
  • Securing publication of agreed content: Press release in English and Thai, and two English op-ed.
  • Support in developing/improving two oped
  • Coordinate and invite the media and journalists to attend the launch event.
  • Follow-up and monitoring to ensure coverage meet agreed targets with reporting.
  • Develop press kits and advisories.
4.2.The Asia Pacific Social Forum (APSF) and International Civil Society Forum, Thammasat University, Bangkok, Thailand during 31 October – 5 November 2025.Media Outreach & Coordination
  • Prepare the press release on different thematic sessions
  • Attend 3-4 sessions of the APSF as agreed.
  • Strategic media list and engagement plan for regional and national outlets – at least 5 regional, 3 international news outlets and 8 Bangkok news outlets.
  • Securing publication of agreed content: Press release in English and Thai.
  • Coordinate and invite the media and journalists to attend the event.
  • Follow-up and monitoring to ensure coverage meet agreed targets and reporting
5. TIMELINE:The assignment will run for 15 days within the period of one month, starting from 15 October and ending on 15 November with final deliveries completed prior to the event.6. KEY COMPETENCIES / REQUIREMENTSThe selected agency should demonstrate:
  • Strong media relations experience across the Asia Pacific region.
  • Excellent event coverage skills.
  • Proven record in securing regional and national media coverage.
  • Experience with large scale advocacy or social justice events.
  • Excellent collaboration skills to work closely with Oxfam teams.
7. IMPORTANT NOTES
  • The selected agency will report to the Digital Communications Lead, Oxfam in Asia.
  • All deliverables must be approved by Oxfam before finalization.
  • Oxfam retains full ownership of all content produced, with appropriate credit to the agency where necessary.
  • Feedback from Oxfam must be incorporated into all drafts and deliverables.
  • Content cannot be used for commercial purposes without Oxfam’s written consent.
8. PROCEDURE FOR SUBMISSIONInterested agencies must submit:
  • CV or Agency profile and relevant experience in Asia-based events.
  • Financial quotation (all-inclusive).
  • References from previous clients.
Shortlisted agencies will be invited to discuss their proposals with the Oxfam team. During this meeting, Oxfam will further share its plans.
